The B738 does look really strange without the winglets.
I think when FR first ordered the -800 the winglets were an optional extra, first flown on the 737 in 1998, When Boeing started to offer the winglet as standard; FR opted to retrofit older models such as EI-DCM.

I didn't know they stopped.
I can't see any reason why they would stop unless it is a new policy to improve customer service further. Where did you hear about this?
Also, I don't think they ever had any advertising in any of the sky interior aircraft.
